French people have now lived in lockdown for five weeks as part of the fight against Covid-19 and domestic violence has significantly increased during this period. French Gender Equality Minister Marlène Schiappa discussed the alert system put in place by the government in a bid to help women.
“When a woman is in lockdown with her violent spouse or partner, (this) makes it more difficult for them to call for help,” Schiappa told FRANCE 24. She added that the government has created “multiple possibilities” for victims of domestic violence to sound the alarm.

The hashtag #DropOutBiden trended on Twitter beginning early Saturday morning and throughout the day, fueled in part by progressives and #MeToo movement supporters calling on Joe Biden to drop out of the 2020 presidential race.
Although supporters of Biden tried to blame the hashtag on Russian bots, there were several prominent progressives who were using the hashtag, such as Peter Daou, a former Hillary Clinton adviser.

A number of those tweeting the hashtag seemingly included supporters of Sen. Bernie Sanders (I-VT). As the day wore on, prominent conservative figures and pundits also began tweeting it.
The hashtag coincided with the emergence of an alleged video clip of Biden accuser Tara Reade’s mother.
The 1993 clip from Larry King Live featured a woman calling in to the show from San Luis Obispo, where Reade’s mother reportedly lived at the time. On the show, the woman said that her daughter had just worked for a “prominent senator” and had a story to tell but did not want to go to the press out of respect for the senator.

UN Women and the Organisation for Economic Cooperation and Development brought together 30 female leaders from governments and charitable organisations across the globe to discuss gender equality in relation to COVID-19. The event was conducted as a remote video conference and Katrín featured as a keynote speaker.
The participants were in agreement that gender equality should be central to governments’ responses to the pandemic. As Katrín put it, “it is important that we have a gender perspective as a guiding principle in our response to the COVID-19 epidemic and ensure that this crisis does not backfire on gender equality.” The UN Secretariat General, António Guterres, recently declared that the pandemic is exacerbating existing gender inequalities, especially in the labour market, meaning women are worst hit by the social and economic impact of the crisis.
Domestic Violence
One of the key issues Katrín discussed during the conference was domestic violence. Whilst it’s worth noting that women are not the sole victims of domestic violence, women are at far higher risk. Gender-based violence has been a major point of concern for Icelanders in recent weeks following several high-profile incidents. As reported, a woman in her fifties was murdered in Suðurnes earlier this month and another woman in her sixties was killed in Hafnafjörður. Male family members have been arrested in connection with both cases. Experts fear that increased time at home and social isolation during the pandemic may put women at greater risk of experiencing domestic violence and may worsen the situation of those in abusive relationships.
Addressing these worries is increasingly a priority for the Icelandic authorities.

Pushing Universal Basic Income, Andrew Yang Supporters Get #CongressPassUBI Trending

Following the passage of a $484 billion bill to supplement the CARES Act, which does not include individual stimulus checks, supporters of former presidential candidate Andrew Yang took to Twitter to push for a universal basic income (UBI)—a concept he championed—in the next bill with the hashtag #CongressPassUBI.

Yang ran in the 2020 Democratic presidential primary on a platform centered around UBI, amassing a robust cult following online but failing to break through in early primaries.
Commentators note the similarities between Yang’s UBI proposal and the stimulus check program included in the initial CARES Act passed in March.
But some dispute they are the same policy, pointing out that the stimulus check is a one-time payment limited by income bracket, while Yang’s UBI would be a recurring monthly payment to all Americans regardless of income.
Yang’s supporters began tweeting the hashtag #CongressPassUBI at noon on Friday, which was trending with over 46,000 tweets as of 4:00 p.m., with Yang pushing supporters to call their lawmakers as well.
Advocates specifically push for monthly payments of $2,000 for adults and $500 for children, rather than the $1,000 a month Yang proposed in his presidential campaign, which they argue would “soften the economic downturn” and reduce the urge to prematurely end stay-at-home orders.
Some point to a “cash infusion” bill proposed by Reps. Ro Kanna, D-Calif., and Tim Ryan, D-Ohio., as well as a bill to give $3,000 to individuals and $6,000 to families proposed by Rep. Rashida Tlaib, D-Mich., as examples of benchmark legislation that could be passed.

In the darkest hour of the coronavirus pandemic, in the face of an expected 30 percent unemployment rate and a likely new Great Recession, income-supplementing programs are springing up everywhere. And not just in those slow-to-arrive federal stimulus checks.
Here’s Project 100, a nonprofit, giving $1,000 to 100,000 U.S. families starting this week. There’s Spain’s government planning a basic income that will last beyond the crisis, Europe’s first. Brazil, having kicked around the idea of basic income for decades, just implemented it for 59 million people and their dependents, thanks to a 500,000-person strong grassroots campaign. “This may be time for a universal basic wage,” Pope Francis told the world in his 2020 Easter message. The world was, amazingly, way ahead of him.
Times of fear and unrest have also, historically, been great times to implement social safety nets. FDR brought in Social Security — effectively, basic income for seniors — at the bottom of the Great Depression. National healthcare systems sprung up across Europe after it was broken by World War II. Universal Basic Income was thrust into the spotlight in the 2010s over fears that automation will kill millions of jobs. COVID-19 could be the tipping point that actually implements it in the 2020s.

A $2,000 check for every American, every month of the crisis, has already been proposed as part of the coronavirus stimulus package bills, though it hasn’t yet made it out of the House finance committee. The public, rarely united around anything these days, is certainly in favor. This month a poll of over 2,000 likely voters indicates a majority of Americans — in both parties! — support $2,000 monthly payments for everyone for the duration of the crisis and one year after. Let UBI exist in America for a year, and it’s hard to imagine any politician dare remove it.
But beware, UBI proponents. Basic income isn’t as new an idea as you think, and it has been snatched away before by elite policymakers who just don’t trust the working poor to spend the given cash responsibly. To see how the same conflict arises time after time, you have to go back two centuries to a country beset not by a pandemic, but by famine, unemployment, and war.
The Time for Universal Basic Income Has Arrived – Scraps Mean Little

It is time to accept that the global mayhem currently playing out has not all been created by the Coronavirus- it is a catalyst which has exposed the many problems that already existed- chief among them being rampant (and increasing) inequality, pathetic health care systems, lack of social safety nets and environmental degradation.
COVID 19 is not just a public health issue- it will begin as one, but its real impact in times to come shall be on livelihoods, social structures, economic models and our ways of life.
Limiting myself to India, it is clear that if we don’t reform our governance immediately, we will be even more vulnerable to COVID 22 or 23 when it comes around again, as it inevitably shall. There is only so much dependence that can be placed on Ayurveda, Pranayam, Yoga, lock downs and lighting of candles.
Take the economic model that reigns supreme these days, and has since the 1990s- the neo liberal capitalist theory. Its false Gods are GDP and the creation of wealth, never mind that the top 1% of Indians own 51.3% of the national wealth, leaving only 4.8% for the bottom 60%; putting it another way, 12 million Indians own four times the wealth held by 953 million Indians ( OXFAM report, Davos 2020).
The coronavirus is just a temporary nuisance for the former, but a life and death issue for the latter, as the misery and mass suffering of millions of migrants and abandoned labourers in Mumbai, Anand Vihar, Surat, Hyderabad, etc testify to. It is expected that perhaps as many as 200 million additional Indians shall be pushed below the poverty line this year, adding to the 250 million already there. Many will not even be able to access the PDS rations because they are either migrants or do not have ration cards; the collapsed economy will render tens of millions unemployed for a long time.
COVID has exposed the inequity and hollowness of the economic model we have been following and it is time to throw out the billionaire with the bath water. It is public values, and not private values, which should shape our economic planning; the distribution of wealth is as vital as the creation of wealth, and the wretched must be given their rightful place at the high table, they should have first claim to the nation’s resources.
Noam Chomsky, the American philosopher and linguist in an interview to DIEM TV ( which all of us must watch) does not mince his words. He ascribes the devastating economic impact of COVID 19 to a ” neo-liberal plague”, a ” savage neo-liberalism” the script of which has been dictated to governments by their ” corporate masters”. In an alarming aside he further warns that “authoritarian states are quite compatible with neo-liberalism.”
We have seen enough evidence of this in India too, particularly over the last six years. Corona is telling us that this mould has to be broken, the “Daridranarayan” of Mahatma Gandhi, not the billionaire of Davos, must now become the focal point of all economic planning. A country with more than a third of its population below the poverty line, and with a current unemployment rate of 24% ( rising every day), cannot even think of any other model.
The time for Universal Basic Income( UBI) has arrived. What India’s 800 million poor/ migrant/ landless population desperately needs now is a safety net, not just an uncertain 10 kgs of rice, which in any case is not available to the 139 million migrant workers ( Census 2011) who lack a ration card or even a BPL card. Leading economists and Nobel prize winners have been imploring the central government to dispense with these requirements at a time like this when starvation is just over the horizon, but the response would put a four toed sloth to shame.
UBI is already being tested on a pilot basis in some countries, but the time for clinical trials is over and it must be implemented in the next few months. Vijay Joshi, an eminent Oxford economist, has estimated in a study that giving Rs. 17500 to each household in India every year would cost 3.5% of GDP or about Rupees seven lakh crores. A lot of this, however, can be recouped by doing away with many non-merit subsidies which currently total up to 7.5% of our GDP.
