In early 1951, shortly after he became the first Supreme Allied Commander Europe of NATO, Dwight D. Eisenhower has been quoted as follows:
“If in 10 years, all American troops stationed in Europe for national defense purposes have not been returned to the United States, then this whole project [NATO] will have failed.”
This reflects his view that NATO’s purpose was to help Western Europe rebuild its own defenses after World War II so that U.S. forces could eventually withdraw, turning the alliance into a more self-sustaining European-led effort rather than a permanent U.S. commitment.
