It’s perhaps of interest that the unapologetically nationalist Presidential Foreword starts with, “Over the past nine months, we have brought our nation, and the world, back from the brink of catastrophe and disaster.”
It doesn’t seem coincidental that nine months of gestation has brought forth the birth of this high-level endorsement that frames the entire strategy, sets the tone, and signals priorities to Congress, allies, and adversaries.

What might this be?
The key principles of a Europe of Sovereign Nations:
- National sovereignty comes first.
- Nations keep full control over borders, currency (if they want), laws, defense, foreign policy, budget, culture, and immigration.
- Intergovernmental rather than supranational.
- Cooperation happens through treaties and councils of national governments (like today’s European Council), not through institutions that can impose laws on member states against their will.
- Opposes the EU’s official goal (written in the treaties) of an “ever closer union among the peoples of Europe,” and any move toward a federal European superstate.
- Countries cooperate where they want and to the extent they want.
- Democratic legitimacy stays national.
- Major decisions must be approved by national parliaments or referendums, not decided in Brussels.
Who defends this vision today?
- Viktor Orbán (Hungary) ~ frequently uses the exact phrase “Europe of sovereign nations.”
- Giorgia Meloni (Italy, to a moderate degree) ~ emphasizes national identity within Europe.
