Universal Law is the practice of the foundation of governance, of creation, of intent made manifest, the empowerment. As we remember our balance within, we naturally create what works.
When we are contemplating sacred purpose, when we are creating, Sanat Kumara recommends we ask ourselves,
“Is it of Love? Is it of joy? Does it lead to joy?”
He says these questions result in a New Realm where people and animals walk freely in equality, in balance.

Rieva, Pleiadian Council of Light

(I have paraphrased some of her words and included a few Council of Love teachings. I hope this isn’t seen as plagiarizing. Rieva words how things work simply for greater understanding.)
The higher realm Divine Governance is an individual frequency and vibration, not an external structure.
It is the natural radiance of cosmic order expressed through the heart of a conscious being. Aligned with the light of our soul, our Divine Authority and Will within, we become self-governing in accordance with Universal Law.
In that state there is no need for policing or heavy rules for we naturally act in harmony, taking core responsibility for the well-being of self, and therefore naturally the well-being of the whole—the Universal Law of As Within So Without, As Above So Below, Balance.
As we align with our inner heart compass of truth and Love and in the balance of Universal Law, we inherently know how to live, how to treat one another, how to steward life around us.
Our self-worth expands along with our Divine Will and Authority connected to our bright yellow solar plexus chakra.
We open to 5th dimensional ways of being where we manage change in the frequency of joy, fully thankful, grateful and One with the gift of life purpose and spirit, a reflection of the perfection of the creation of self and All.
Imagine a society where we listen to our inner Divine Guidance, naturally organizing ourselves with justice and cooperation, wisdom without coercion, each member holding themselves accountable to the frequency of truth and Love in the balance of Universal Law.
As we align with our heart consciousness, the old idea of governance as something outside of us gives way to the understanding that true order flows from the awakened heart of humanity, each of us a sovereign bearer of Divine Order contributing our unique light to the symphony of the whole without anyone standing above us to enforce it.
The emerging paradigm on Earth is defined by service and humility rather than authority and control.
True spiritual leadership is not a power to be seized but a responsibility to uplift others.
A true leader does not place themselves above anyone.
We stand with each other as caretaker and servant of the greater good from our heart consciousness.
Our inner eyes open and we naturally operate with transparency, compassion, and genuine care.
We joyfully serve others with our humility and dedication to ignite the light in everyone.
Our Nova Earth has leadership that is stewardship, spiritual service, selflessness, and willingness to listen to the needs of the people while holding a vision of unity that benefits All.

Free Child Care Makes
New Mexico is using a sliver of oil and gas revenues to help families with childcare cost. As our leaders inch towards heart centered policies, we see ideas emerging for the good of All.
In USA and Canada sending a child to day care can cost as much as university, but in New Mexico, most families pay nothing at all.

After Vanessa Vicuña’s first child was born, she had the working mom thing figured out. She enrolled her son in day care so she could build her career as a pharmacy tech in Clovis, New Mexico.
But when her second child came along in 2021, things got harder to balance.
“So it was just like, ‘OK, I’m just working to pay day care, which doesn’t make sense to me,’” she said.
Since 2021, New Mexico has been using revenue from its oil and gas holdings to foot the costs of day care — not just for very low-income households but for much of the middle class. At the time that Vicuña had her second kid though, child care assistance in New Mexico was capped at about $53,000 a year for a family of four.
Vicuña and her husband, who works as a truck driver, made too much to qualify. “So I ended up going part-time,” she said — which meant she made a lot less money and stepped back from a management role she’d worked hard for.
“And then the child care assistance came along, and it just, it changed my life,” said Vicuña.
New Mexico’s child care assistance program expanded in July of 2021. Families making up to 400% of the federal poverty line qualify. Today, that’s about $124,000 a year for a family of four.
Now, Vicuña works nearly full time at the pharmacy. She sends her 4- and 8-year-old to day- and after-school care at no cost. Plus, there’s a little extra room in her family budget.
“We have enrolled them in every sport that we could,” she said with a chuckle.
In most of the country, sending a kid to day care costs more than sending one to a public university according to the latest tally by the Economic Policy Institute.
Average costs range from a little under $7,000 a year in Mississippi to over $28,000 in Washington D.C. But in New Mexico, most families can pay nothing at all.
“Yeah, I tell everyone I know with children to move here,” said Hailey Heinz, deputy director and a senior research scientist at the University of New Mexico’s Cradle to Career Policy Institute.
She’s been talking to families about how free child care changes their budget.
“So people told us a lot of things like, ‘We were able to move into a better apartment and now we’re in a safer, better place.’ Or, ‘We were able to buy a more reliable car,’” she said.
New Mexico spends about $150 million a year on its early childhood programs, the bulk of which pays for this expanded subsidy.
The state could see a big return on that investment, especially if it helps more parents stay in the workforce, said Elise Gould, senior with the Economic Policy Institute.
“That’s more tax dollars, that’s a larger economy,” she said.
Meg Peralta-Silva is a mom of two with another baby on the way in Albuquerque, and the subsidy covers 100% of her family’s day care costs. That means she can stay at a job she likes at a local nonprofit.
“We can make a choice that’s good for our family but also isn’t just about, like, the numbers,” she said.
Peralta-Silva added that her family can choose what they consider to be good quality care — not just what they can afford.
