In an article on Exopolitics, (1) Michael Salla is suggesting that the stream of extraterrestrial scare stories hitting particularly the Guardian lately have been sparked by “scientific” study, entitled Would Contact with Extraterrestrials Benefit or Harm Humanity? A Scenario Analysis. Michael says:
“… the study examines a number of scenarios concerning extraterrestrial contact. It adopts the Search for Extraterrestrial Intelligence (SETI) paradigm that intelligent extraterrestrial life has not yet been discovered, and that scientific modalities such as radio signals are among the most feasible ways of establishing communications. The study examines the FERMI paradox, first established by Enrico Fermi, that alien life should be abundant in our galaxy, but he asked ‘where are they?’
“Responses to the Fermi Paradox by the authors leads to three possible scenarios. The last scenario examined is the Zoo hypothesis that Aliens may be studying us remotely or invisibly, reminiscent of the non-interference principle popularized by the Star Trek series as the Prime Directive. They explain: ‘ETI are treating Earth like a wildlife preserve to be observed but not fully incorporated into the Galactic Club.’” (2)
I personally would think it more likely that both study and anti-ET stories emanate from the same scenario that Carol Rosin details here, (3) at the 1:40 mark:
This hostile ET scenario justifies the development of Project Blue Beam and anti-ET weapons systems (none of which would work). The overall purpose would be to impose martial law and total control of the population. As SaLuSa mentioned this past Friday, these programs aiming at domination of the world population have been defeated by the Company of Light:
“The dark Ones have been subtle in their plan to exercise complete control over you. So much so, that few of you have even suspected that there was a plan to imprison you by taking away your rights. Believe us Dear Ones, it was well advanced and near to completion, with an attempt to create a situation that would have led to Martial Law and total control. Have no fear, the matter is now in our control and their power bases are being held in check. As we so often inform you, nothing will be allowed to interfere with your Ascension. We are here to see that all proceeds as divinely planned, and it will not be much longer before you shall know the details. Our actions will be openly carried out, and nothing will be hidden from your gaze. Our craft continue even now to make more displays with greater numbers of them appearing over major cities. There can be little doubt now, that we are proving our point regarding our peaceful presence.” (4)

Abstract
While humanity has not yet observed any extraterrestrial intelligence (ETI), contact with ETI remains possible. Contact could occur through a broad range of scenarios that have varying consequences for humanity. However, many discussions of this question assume that contact will follow a particular scenario that derives from the hopes and fears of the author. In this paper, we analyze a broad range of contact scenarios in terms of whether contact with ETI would benefit or harm humanity. This type of broad analysis can help us prepare for actual contact with ETI even if the details of contact do not fully resemble any specific scenario.
